FCC (미연방통신위원회)는 미국의 통신법 (The Communication Acts)에 의거 1934년 설립된 미국정부기관으로서 라디오, TV 및 유선에 의한 국내외 통신을 규제하고 방송 서비스 개발 및 운영, 신속하고 효율적인 국내외 전신전화 서비스, 그리고 전파로부터 생명과 재산상의 안전을 증진하는 것을 임무로 하고 있습니다.

FCC는 민간부문의 통신을 관할하고 있으며, 전기 전자제품으로부터 방사되는 불필요한 전파가 공중통신에 방해가 되지 않도록 규제하고 있습니다. FCC의 주요기능은 10 kHz∼3,000 GHz의 주파수 대역을 유효하게 사용할 수 있도록 하는 것으로, 무선을 발사하는 각종 장치에 대한 승인, 무선을 이용한 통신장비에 대한 인증 및 불필요한 전자파장해(EMI) 등에 대한 규제와 승인업무를 겸하고 있습니다.

FCC는 통신시장의 경쟁력 강화와 공공의 이익을 보호하기 위한 임무를 갖고 있으며, 의회로부터 지시 받은 사항으로 무선, TV, 위성, 케이블에 의한 각 주 및 국제적인 통신에 관련한 정책을 개발하고 이를 이행하는 독립적인 정부대리 기관이며 무선에 관련된 FCC 부서는 OET(Office of Engineering and Technology)입니다.
각종의 무선통신장비 뿐만이 아니라 낮은 출력을 이용한 무선기기 및 컴퓨터와 그 주변기기와 같이 사용 중에 전자파 에너지를 발생시킬 수 있는 대부분의 전기/전자 기기를 미국으로 수출하기 위해서는 반드시 FCC 인증을 득하여야 합니다.

FCC의 인증이 필요한 관련규정은 CFR(Code of Federal Register) Title 47 (Telecommunications) 에 규정되어 있으며 각 Part별 내용은 다음과 같습니다.

CFR 47 Part 15, 18, 68, 95등 규정에 따른 FCC 인증 대상기기는 주로 송ㆍ수신기, 정보기기류, 방송수신기(FM, TV, VCR), CB송ㆍ수신기, 무선전화, 산업/과학/의료용 고주파 이용기기류, 송신기류, 수신기류, PSTN에 연결되는 장비(전화기, 팩스, 모뎀류)등이 해당됩니다.

FCC의 인증은 모든 대상기기에 대해서 획일적으로 적용하는 것이 아니라, 제품별로 차등을 두어 다음과 같이 3가지의 인증절차로 구분하여 운영하고 있습니다.

1) Certification - ID 방식

의도적으로 전자파에너지를 사용하는 송신기 및 일부 수신기등과 같이 전자파를 많이 발생하는 제품은 통신체계에 중대한 영향을
미칠 수 있기 때문에 FCC filing 시험소에서 시험을 한 후, 시험성적서 및 관련 서류 등을 FCC에서 확인을 받도록 하는 Certification 인증제도가 있습니다. 신청자는 이 인증구분에 해당하는 제품에 반드시 FCC ID.를 부착 하여야 하고, FCC 인증비용을 지불하여야 합니다.

Certification은 DoC가 필요한 제품에 대한 다른 방법입니다. 스캐닝 리시버, 의도된 방사체 등과 같은 제품들은 Certification이
필요합니다. 제조자는 FCC에 등록된 시험기관에서 제품을 시험하여 FCC ID 번호와 함께 시험 성적서를 TCB에 제출하여 승인을
얻은 경우 FCC ID 번호와 적합선언문구 (Compliance Statement)를 표시한 다음 사용설명서에 필요한 FCC Notice를 넣어야
합니다.

FCC는 2000년 6월부터 47CFR (Code of Federal Regulations)의 Part 2.960에 따라 FCC 인증서 (Grants)를 발행하기 위한 TCB (Telecommunications Certification Bodies) 제도를 시행하고 있습니다. TCB 프로그램에 대한 자세한 사항은 CFR47 Part 2.960
및 2.962를 참고하십시오.

FCC는 2000년 11월 1일부터 CFR47 2에 의거 DoC (Declaration of Conformity)로 승인이 가능한 Class B 퍼스널 컴퓨터 및 컴퓨터 주변기기에 대한 Certification 업무를 더 이상 하지 않으며 Class B Computing Devices에 대한 모든 승인업무를 TCB에서 승인 하도록 하고 있습니다.

TCB를 이용할 때의 일차적인 장점은 FCC에 등록된 시험기관에서 작성한 시험 성적서를 TCB로 보낸 후 2주일 이내에 FCC 인증이 처리되며 신청인은 FCC Website에서 인증서 등과 같이 인증에 관련된 문서를 확인하거나 다운로드 받을 수 있으며 인증서 원본은 우편으로 신청인에게 발송됩니다.

RF (Radio Frequency) 디바이스 제조자, 텔레콤 터미널 (Telecom Terminal) 디바이스 제조자, 또는 제조자를 위해 인증 신청을
대리하는 FCC 등록 시험기관이 TCB를 이용할 수 있습니다.

2) DOC (Declaration of Conformity)

승인절차간소화 및 규제완화 차원에서 일부제품에 대하여, NIST(The National Institute of Standards and Technology)에서 운영하는 NVLAP(National Voluntary Laboratory Accreditation Program)에 의하여 인정된 시험소(Accreditation Laboratory) 에서 FCC 규정에 따른 적합성 시험을 한 후, 이 시험소에서 발행한 성적서에 의하여 별도의 인허가 절차 없이 제품에 관련 마킹을 부착하여 직접 출하할 수 있는 DoC(Declaration of Conformity) 인증제도가 있다. 이 인증구분에 해당하는 제품은 FCC ID. 대신에 DoC 관련 FCC 마크를 부착하도록 요구 받고 있으며 별도의 FCC 인증비용은 없습니다.

Class B에 해당하는 퍼스널 컴퓨터와 주변기기들, 그리고 ISM 기기 (마이크로웨이브 오븐, 등)들은 NVLAP에 의한 DoC 또는 TCB에 의한 Certification으로 승인 받아야 합니다. 제조자는 A2LA 또는 NVLAP 지정시험기관에서 제품을 시험하여 시험 성적서를 준비하고 제품에 FCC Mark를 표시하고 사용자 설명서에 FCC Notice를 넣은 다음 Declaration of Conformity에 서명하여야 합니다. 당사에서는 DoC 승인이 가능합니다

3) Verification

불요전자파를 발생시키는 제품이라도 전반적으로 제품의 Noise Level이 안정되어 있고 통신수단이나 다른 제품의 동작에 큰 영향을 미치지 않는다고 판단하는 제품은 제조자가 직접 관련 FCC 규정에 따라 제품시험을 하고 만족할 경우는 별도의 확인 없이 미국에 제품을 출하할 수 있는 Verification 인증제도가 있으며, FCC에 등록된 시험기관에서 제품을 시험하여 FCC에서 볼 수 있는 Verification 기록을 보유한 다음 적합선언문구 (Compliance Statement)를 제품에 표시하고 FCC Notice를 사용설명서에 넣어야 합니다. FCC ID 및 별도의 인증비용은 필요 하지 않습니다.

	1) 인증절차 및 ETL의 서비스
	본 절차는 Certification 인증절차이며 DoC 및 Verification은 당사에서 시험하여 성적서 발행하는 것으로 완료됩니다.

	2) 준비자료
	ETL에 FCC 인증시험을 의뢰하고자 하는 분은 FCC 담당자와 협의 후 다음과 같은 서류로 접수하면 됩니다.

	- 샘플 1대(완제품, 설치프로그램) - 제품의 사양서(품명, 모델명, 정격) - 사용설명서(영문), 제품 또는 부품 사양(필요 시) - 부품명세서 - 블록 다이아그램(사용하는 주파수 명시) - 회로도 - 신청자, 제조자 및 등록자의 영문 회사명과 주소 - 기타 (당사에서 제공)

	3) Grantee Code 신청 (FCC 최초의 신청자 경우 해당)
	FCC는 효율적인 인증관리를 위해서 Certification 인증절차의 제품에 FCC ID.를 부착하도록 요구하고 있으며, 이 FCC ID.는 FCC로부터 할당 받는 Grantee Code와 신청자가 임의로 정하는 Equipment Product Code로 구성된다. 이 Grantee Code는 일종의 업체 등록표시이기 때문에 한 번 지정 받으면 영구적으로 사용할 수 있습니다. Grantee Code를 지정 받기 위해서는 인터넷을 통한 전자신청과 FCC Form 159를 작성하여 신청료($65.00)와 함께 FCC로 송부하는 서류신청 두 가지가 있습니다. 그러나 서류신청은 약 3~4주 정도 후 FCC로부터 신청자에게 우편으로 통보되어 시간이 많이 소요되어 전자신청을 통한 Grantee Code 신청이 권장되며, 이때 주의 할 점은 인터넷으로 grantee-code를 할당 받은 후, FCC에 일정액의 grantee-Fee를 반드시 입금 하여야만 code가 유효하게 됩니다.

	(예) FCC ID. : X3YARILANG-1 ㆍGrantee Code : FCC에서 부여한 앞 3자리 (X3Y) ㆍEquipment Product Code : 숫자, 알파벳대문자, 부호("-") 등을 조합한 14자리 이내로 신청자가 결정

	*FCC Grantee-code 할당 받기

1) 제품 라벨 표시사항

Certification 절차에 따라서 승인된 제품에는 아래와 같은 FCC ID와 FCC Statement가 나타나 있는 라벨을 표시하여야 합니다.

FCC ID: xxxModelNumber

This device complies with part 15 of the FCC Rules. Operation is subject to the following two conditions: (1) This device may not cause harmful interference, and (2) this device must accept any interference received, including interference that may cause undesired operation.

위에서 xxx는 제조자의 FCC Grantee Code이고 ModelNumber는 대쉬(-)를 포함하여 1~14 알파벳 대문자와 숫자로 구성된
제품 코드입니다.

Verification 절차에 따라서 승인된 제품에는 아래와 같은 FCC Statement가 나타나 있는 라벨을 표시하여야 합니다.

This device complies with part 15 of the FCC Rules. Operation is subject to the following two conditions: (1) This device may not cause harmful interference, and (2) this device must accept any interference received, including interference that may cause undesired operation.

	DoC 절차에 따라 승인된 제품에는 아래와 같은 유사한 라벨을 표시하여야 합니다.

2) 매뉴얼 표시사항

Class A 디지털 디바이스 또는 주변기기에는 아래와 같은 문구를 사용자 설명서의 눈에 띄는 위치에 표시하여야 합니다.

Note: This equipment has been tested and found to comply with the limits for a Class A digital device, pursuant to part 15 of the FCC Rules. These limits are designed to provide reasonable protection against harmful interference when the equipment is operated in a commercial environment. This equipment generates, uses, and can radiate radio frequency energy and, if not installed and used in accordance with the instruction manual, may cause harmful interference to radio communications. Operation of this equipment in a residential area is likely to cause harmful interference in which case the user will be required to correct the interference at his own expense. Change or modifications not expressly approved by the party responsible for compliance could void the user’s authority to operate the equipment under FCC rules.

Class B 디지털 디바이스 또는 주변기기에는 아래와 같은 문구를 사용자 설명서의 눈에 띄는 위치에 표시하여야 합니다.

Note: This equipment has been tested and found to comply with the limits for a Class B digital device, pursuant to part 15 of the FCC Rules. These limits are designed to provide reasonable protection against harmful interference in a residential installation. This equipment generates, uses and can radiate radio frequency energy and, if not installed and used in accordance with the instructions, may cause harmful interference to radio communications. However, there is no guarantee that interference will not occur in a particular installation. If this equipment does cause harmful interference to radio or television reception, which can be determined by turning the equipment off and on, the user is encouraged to try to correct the interference by one or more of the following measures:

ㆍReorient or relocate the receiving antenna.
ㆍIncrease the separation between the equipment and receiver.
ㆍConnect the equipment into an outlet on a circuit different from that to which the receiver is connected.
ㆍConsult the dealer or an experienced radio/TV technician for help.

Change or modifications not expressly approved by the party responsible for compliance could void the user’s authority to operate the equipment under FCC rules.

다른 모든 기기에는 아래와 같은 문구를 기기의 눈에 띄는 위치에 표시하여야 합니다.

1. This device may not cause harmful interference, and
2. This device must accept any interference received, including interference that may cause undesired operation.

3) 사후관리

미국 내에 유통되는 모든 제품에 대한 사후관리 위해 제품을 수거하여 시험하는 Sampling and Measurement Branch가 있으며 TCB에 의해 인증 받은 제품은 TCB가 주기적으로 사후관리 (Post-Grant Surveillance) 시험을 실시하고 있습니다. 매년 사후관리를 강화하는 추세이며, 사후관리 불합격 시 제품의 승인취소, 판매중지, 수거 및 벌금을 납부하여야 합니다.
